The CVIQ, the Compiled Vessel Inspection Questionnaire, is the question set a SIRE 2.0 inspector works from on board. OCIMF's compiler software assembles it fresh for each inspection, drawing from the full SIRE 2.0 question library and filtering by the vessel's type, its declared particulars in the HVPQ and the operator's answers in the Pre-Inspection Questionnaire. Because the inputs differ from ship to ship and visit to visit, two inspections are rarely identical.
The CVIQ replaced the fixed VIQ7 questionnaire when SIRE 2.0 went live in September 2024. That change is the heart of the programme: tanker vetting moved from a known checklist to a compiled, risk-based question set the crew does not see in advance.
How it shows up in practice
Before the inspection, the operator books it and submits the PIQ; the compiler then reads the vessel type, the HVPQ and the PIQ and selects the applicable questions. Every CVIQ contains the core questions that apply to that vessel, plus a rotating selection chosen by the algorithm so coverage varies between visits, with conditional and campaign questions added when the data triggers them. The result is loaded onto the inspector's tablet and defines the visit: which documents get sampled, which equipment is examined and which crew members are asked to demonstrate a task. What it means for operators
The operator shapes the CVIQ before anyone boards. The HVPQ and PIQ steer the compilation, so stale or wrong entries produce questions that do not fit the ship, and declared claims the inspector will test; the failure modes are detailed in PIQ and HVPQ data accuracy. Preparation therefore has two halves: keep the data honest and current, and run the vessel against the question library continuously instead of sprinting before each visit.
