An inland vessel operating on EU waterways needs a Union inland navigation certificate, issued after a technical inspection against ES-TRIN, the common European standard. On the Rhine, the equivalent document is the ship's certificate under the Mannheim Convention, and since October 2018 both regimes have inspected against the same standard. This guide walks through how the certificate is obtained, kept and renewed.
What is the Union inland navigation certificate?
The Union inland navigation certificate is the document that lets a craft operate on EU inland waterways. Its legal basis is Directive (EU) 2016/1629, which applies to vessels of 20 metres or more (or with a length by beam by draught volume of at least 100 m3), to tugs and pushers, to passenger vessels and to floating equipment. The certificate is issued by a Member State's competent authority "following a technical inspection, carried out before the craft is put into service and intended to check whether the craft complies with the technical requirements" of the Directive's annexes.
Those technical requirements are not written in the Directive itself. Its Annex II points to ES-TRIN, the European Standard laying down Technical Requirements for Inland Navigation vessels, maintained by CESNI, the European committee set up in 2015 under the auspices of the CCNR to write inland navigation standards. The EU updates the pointer as new editions land: since 1 January 2026 the applicable edition is ES-TRIN 2025/1. How does the inspection (Untersuchung) process work?
The inspection is carried out by an inspection body set up by the Member State. The Directive prescribes its composition: a chairman and experts, including at minimum an official of the administration responsible for inland navigation, an expert on the design of inland waterway vessels and their engines, and a nautical expert holding an inland waterways boatmaster's licence. The members act independently and declare so in writing. On the Rhine, the equivalent body is the Untersuchungskommission of a riparian state or Belgium, and the CCNR keeps a published register; the EU-side registers of inspection bodies live on the CESNI lists site.
The owner's side of the procedure is concrete. The craft is presented "in an unladen, cleaned and equipped state", the owner provides the assistance the inspection needs, such as a dinghy and staff, and uncovers the parts of the hull or fittings the body asks to see. The body demands a dry inspection on the first occasion, and it can require one again at later periodical or special inspections. Trial runs are part of the initial inspection for motor vessels and convoys.
There is one significant shortcut: the inspection body may refrain from inspecting the craft, in whole or in part, where a valid attestation from a recognised classification society already shows compliance. On the Rhine, the societies recognised by all member states are DNV, Bureau Veritas and Lloyd's Register. In practice this is how most newbuilds and classed tonnage clear the structural chapters, with the walkable equipment chapters still checked on board; the Chapter 13 guide shows what that walk covers.
What is the difference between the Union certificate and the Rhine certificate?
The Rhine has its own, older regime. Article 22 of the Revised Convention for Rhine Navigation (the Mannheim Convention) requires a certificate, the Schiffsattest, before a vessel's first voyage on the Rhine, issued after an inspection by experts by a riparian state or Belgium. The Rhine inspection rules are set out in the CCNR's inspection regulation (RVIR), which, like the EU Directive, now points at ES-TRIN 2025/1.
The practical position for operators is simpler than the legal history: the two certificates are mutually recognised. The Directive accepts a Rhine Article 22 certificate on EU waterways, and the CCNR recognises Union certificates issued or renewed after 6 October 2018 that attest full compliance as equivalent to the Schiffsattest. Both regimes have referenced the same ES-TRIN standard since 7 October 2018, so a vessel is inspected once, against one standard, whichever certificate it carries. The distinction that remains is the waterway: Zone R, the Rhine, is where the Mannheim regime applies.
How long is a certificate valid, and what triggers renewal?
The Directive caps validity at five years for passenger vessels and high-speed vessels, and ten years for all other craft, for newly built vessels. For craft already in operation, the inspection body sets the period case by case "in the light of the results of the inspection", within the same caps. The Rhine rules mirror this.
Renewal means another technical inspection before the certificate expires. Two softer paths exist alongside it. A certificate can be exceptionally extended without a technical inspection, for no more than six months, by the authority that issued it, which is the breathing room operators use when a survey slot and a sailing schedule collide. And special inspections sit outside the cycle entirely: significant alterations or repairs put the vessel in front of the inspection body again regardless of the date on the certificate.
For a fleet operator the certificate cycle is the planning skeleton: the expiry dates, the six-month extension ceiling and the possibility of a shortened validity after a poor inspection are all knowable in advance, which makes the run-up to each survey a schedulable project rather than a surprise.
What is an ENI number?
The ENI, the unique European vessel identification number, is an eight-digit number: a three-digit code for the competent authority that assigned it, followed by a five-digit serial number. Each craft receives exactly one ENI, it stays with the vessel for its entire lifetime regardless of flag, owner or name changes, and it is entered in the certificate. The owner applies for it and must affix it to the craft. Both the Directive and the Rhine rules define it identically, and the assigning authorities are listed on the CESNI registers site.
Behind the ENI sits the European Hull Data Base (EHDB), which the European Commission keeps under Article 19 of the Directive. Competent authorities enter the vessel's identification data, every certificate issued, renewed, replaced or withdrawn, digital copies of the certificates themselves, and rejected or pending applications. It is the inland equivalent of the databases seagoing operators know from Port State Control, with one difference: it is an administrative register, not a public inspection record.
Which authorities issue the certificate?
Member States designate the competent authorities that issue Union certificates, and any of them can renew a certificate regardless of which state issued it first. The inspections behind the certificate are carried out by the inspection bodies described above, or, to the extent an attestation covers it, by a recognised classification society. The registers of inspection bodies, competent authorities and ENI-assigning authorities are published centrally on the CESNI lists site, which is the fastest way to find the right office for a given berth.
How do ES-TRIN, the EU Directive and the Rhine rules fit together?
Three layers, one standard. CESNI writes ES-TRIN, the technical content: hull, machinery, electrical installations, equipment, crew accommodation, special rules for passenger vessels and more. The EU's Directive 2016/1629 makes ES-TRIN legally binding on EU waterways and wraps the certificate procedure around it. The CCNR's Rhine regulations do the same for the Rhine under the Mannheim Convention. When CESNI adopts a new edition, both legal frameworks update their pointers, which is why the standard's edition, currently 2025/1, matters more to an operator than which of the two certificates is in the wheelhouse drawer.
